Auditor General DePasquale Begins Auditing Port Authority of Allegheny County

Performance Audit to Cover July 1, 2007 through Dec. 31, 2012

HARRISBURG (March 28, 2013) – Auditor General Eugene DePasquale today announced that this week auditors began a performance audit of the Port Authority of Allegheny County to ensure the authority is effectively and efficiently using taxpayer funds.

“The Port Authority not only manages key shipping services to businesses and industries in the greater Pittsburgh area, but it also provides public transit services for tens of thousands of people in the region, who depend on the authority for transportation to work, school, and other daily trips,” DePasquale said. “With such important functions, and considering that the authority receives state tax dollars, it is essential to closely monitor the authority’s activities and make recommendations for improvements where necessary.”

In a letter to Ellen McLean, the authority’s interim chief executive officer, DePasquale said that the scheduled audit conducted approximately every four years will cover the authority’s activities from July 1, 2007 through Dec. 31, 2012 and will include:

  • Capital projects funding, including, but not limited to, the issuance of bonds and debt service payments;
  • The authority’s governance structure, including, but not limited to, composition of the board of directors;
  • Contract procurement and monitoring processes; and
  • Review of service routes and the planning and scheduling process.

The Port Authority of Allegheny County is the second largest transit operation in Pennsylvania. The authority’s service areas include the City of Pittsburgh, all of Allegheny County and portions of Armstrong, Beaver, Washington and Westmoreland counties.
