Auditor General DePasquale Releases Audit Reports for School Entities in Allegheny, Huntingdon, Luzerne and Westmoreland Counties

HARRISBURG (August 15, 2013) – Auditor General Eugene DePasquale today announced the release of audit reports for three school districts in Huntingdon, Luzerne and Westmoreland counties; and four charter schools in Allegheny and Westmoreland counties.

The department’s Bureau of School Audits examines the records of school districts, charter schools, intermediate units, and area vocational-technical schools. The audits — among other things — assess whether or not school districts received the state subsidies and reimbursements to which they were entitled, accurately managed taxpayer funds, and complied with ethics codes. The audits also determine whether or not teachers and administrators were properly certified for the positions they held during the audit period.

Allegheny County
PA Learners Online Regional Cyber Charter School
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.

Spectrum Charter School
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.

Urban League of Greater Pittsburgh Charter School
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures, except for two compliance-related matters reported as findings, and one matter unrelated to compliance that is reported as an observation.

Huntingdon County
Huntingdon Area School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures, except for two compliance-related matters reported as findings, and one matter unrelated to compliance that is reported as an observation.

Luzerne County
Dallas School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures, except for one compliance-related matter reported as a finding, and one matter unrelated to compliance that is reported as an observation.

Westmoreland County
Greensburg Salem School District
Significant noncompliance with applicable state laws, contracts, grant requirements and administrative procedures, as detailed in three audit findings and two observations.

Dr. Robert Ketterer Charter School
Dr. Robert Ketterer Charter School
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures, except for one compliance-related matter reported as a finding.
