Auditor General DePasquale Releases Audits for Volunteer Firefighters’ Relief Associations in 12 Counties

HARRISBURG (Nov. 9, 2017) – Auditor General Eugene DePasquale today announced the release of audit reports for volunteer firefighters’ relief associations in Centre, Clarion, Dauphin, Fayette, Franklin, Jefferson, Lawrence, Luzerne, Lycoming, Mifflin, Northumberland and Sullivan counties.

The Department of the Auditor General examines volunteer firefighters’ relief associations, which receive state aid from a 2 percent state tax on fire insurance premiums purchased by Pennsylvania residents from out-of-state casualty insurance companies.

In 2017, $60.6 million in state funds was required to be distributed through funding municipalities to   2,521 VFRAs to provide training, purchase equipment and insurance, and pay for death benefits for volunteer firefighters.

Centre County

Bellefonte VFRA 

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: failure to maintain a complete and accurate equipment roster.

Clarion County

Hawthorn Area VFRA 

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: failure to deposit state aid.

Dauphin County

Harrisburg VFRA

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: insufficient bond coverage.

Fayette County

New Salem VFRA – No findings 

Franklin County

Fayetteville VFRA 

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for three findings: inadequate minutes of meetings, failure to deposit proceeds from sale of relief owned vehicle, and noncompliance with prior audit recommendation for failure to maintain a complete and accurate equipment roster.

Mont Alto VFRA 

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: inadequate relief association bylaws.

Jefferson County

Warsaw Township VFRA – No findings 

Lawrence County

North Beaver VFRA – No findings

Luzerne County

Dr. Henry M. Laing VFRA 

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: insufficient bond coverage.

Lycoming County

Muncy Township VFRA 

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: failure to deposit proceeds from the sale of a jointly purchased apparatus.

Mifflin County

Belleville Fire Co. No. 1 VFRA

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for two findings: failure to define discretionary benefits and failure to conduct an annual physical equipment inventories.

Northumberland County

Shamokin VFRA – No findings
