Auditor General DePasquale Says Audit will Include Look at Grant Approved for Second Mile Project

HARRISBURG (May 23, 2016) – Auditor General Eugene DePasquale announced today that later this year his office will begin an audit of the Office of the Budget’s Redevelopment Assistance Capital Program.

“Hundreds of millions of state tax dollars have been spent on RACP projects since the program began three decades ago,” DePasquale said. “We will review the program and the grants awarded to make sure the best projects are being selected to maximize job creation and benefit communities.

“As part of the audit we will review various projects that were involved in the review and selection process,” he said. “It is clear that many questions exist regarding the Second Mile grant application. I have directed my team to make sure that is one of the projects reviewed during the audit.”

The Second Mile is the former Centre County children’s charity created by Jerry Sandusky; a $3 million RACP grant was approved for release in 2011-12. 

“Although the $3 million grant offer was eventually rescinded, we will be examining the paper trail to see how the grant was approved in the first place,” DePasquale said.

RACP is state grant program for the purchase and construction of economic, community, cultural and historical projects. Projects cannot be eligible for other state grant programs and must preserve or increase employment and tax revenues. Projects must have a total cost of at least $1 million.
