Auditor General DePasquale to Launch Performance Audit of Millcreek Township School District in Erie County

HARRISBURG (Aug. 30, 2016) – Auditor General Eugene DePasquale today announced that he will begin an audit of the Millcreek Township School District on Sept. 6 to determine if corrective action was taken to address issues raised in a 2013 audit, including questionable policies such as providing free tuition to out-of-district hockey players in exchange for free hockey tickets.

“There were clearly issues with leadership, management and bad public policy decisions identified in our 2013 audit. Hopefully our auditors will find significant improvements,” DePasquale said.

“I have long been outspoken about an agreement to allow youth hockey players, including some from Canada, to attend Millcreek schools tuition-free in exchange for free hockey tickets for administrators. To me, it’s hard to justify and I do not believe it is in the best interests of the taxpayers,” DePasquale said.

The last audit of the district was released July 16, 2013. The upcoming audit will cover July 1, 2012 to June 30, 2016.

DePasquale said the audit will examine what the district is doing right, recommend changes to deficiencies and determine if past audit findings have been addressed. Audited areas may include: academic performance, financial stability, governance, background clearances and school safety, contracting, data collection and reporting.

The last audit included three findings and three observations ranging from ineffective administrative management and poor board oversight to errors resulting in $2.1 million in questionable tuition billing. The district also lost $3.1 million in investment revenue due to delays in applications for state reimbursements.

School district audits typically assess whether the district resolved issues identified in the most recent audit as well as whether the district received the state subsidies and reimbursements to which it is entitled, accurately managed taxpayer funds, and complied with ethics requirements.
