About This Audit

A compliance audit for the Hydetown Volunteer Fire Department’s Relief Association in Crawford County, Pennsylvania covered January 1, 2023, to December 31, 2024. The audit aimed to assess corrective actions on previous findings and check adherence to relevant laws, contracts, bylaws, and procedures concerning state aid receipt and fund expenditures. The audit revealed that only one of three issues from the previous audit was resolved: the relief association maintained proper surety bond coverage. However, significant noncompliance remains, including undocumented expenditures, lack of a Pennsylvania sales tax exemption number, and failure to update bylaws and maintain adequate equipment records. These issues could result in withholding future state aid. Recommendations were provided to address these findings, and management’s responses are included in the report. The audit was not conducted under U.S. Government Auditing Standards but aimed to resolve key compliance questions. The association is urged to implement recommendations promptly.
