About This Audit

The Borough of Yeadon, Delaware County, was audited for compliance with the use of its Liquid Fuels Tax Fund from January 1, 2024, to December 31, 2025. The audit aimed to determine adherence to the Pennsylvania Department of Transportation’s criteria regarding fund management. Procedures included reviewing Forms MS-965 reports, municipal records, and expenditure transactions amounting to $507,194.91 out of $577,894.71. Findings indicate misstatements and proposed adjustments were made to the reports. Noncompliance issues identified included bidding requirements and over-expending on nonpermissible project expenditures. Despite these issues, Yeadon largely complied with the criteria. The Department of Transportation’s regulatory guidelines ensure municipalities utilize liquid fuels tax funds for road maintenance and repairs, with allocations determined by road mileage and population.
