About This Audit
The performance audit report evaluates the Pennsylvania Department of Transportation’s (PennDOT) bridge inspections from July 2020 to May 2023. The audit had three main objectives: to review the process for inspecting state bridges labeled as “Overall Condition of Poor,” to check compliance with relevant regulations, and to assess responses to bridges with critical condition ratings. Seven findings and 24 recommendations emerged from the audit. PennDOT generally agreed with findings 1 through 6 and plans to implement many recommendations to improve its processes. However, they disagreed with finding 7, which criticized their handling of a bridge closure. Overall, the report aims to enhance the robustness of PennDOT’s bridge inspection program.
