About This Audit

The compliance audit of the Dover Township Volunteer Firefighters’ Relief Association, covering January 1, 2021, to December 31, 2023, assessed the organization’s adherence to state laws and regulations regarding fund management. The audit, not conducted under Government Auditing Standards, focused on corrective actions from a prior report and compliance with financial regulations. The relief association addressed two out of five previous issues but failed to rectify three, including unauthorized expenditures and incomplete equipment and membership rosters. Due to noncompliance, especially significant in unauthorized expenditures, the association risks withheld state aid. The audit underscored the importance of implementing recommendations timely. The audit team’s conclusions were shared with the relief association’s management, whose cooperation was appreciated. The association received state aid allocations but had lapses in expenditures, maintenance of records, and procedural compliance, primarily influenced by the broader VFRA Act stipulations. Recommendations have been made for improvement.
