About This Audit
The compliance audit of the East McKeesport Borough Police Pension Plan was conducted under the authority of the Municipal Pension Plan Funding Standard and Recovery Act. The audit aimed to determine compliance with state laws, regulations, contracts, administrative procedures, and local ordinances. Methodologies focused on verifying state aid deposits, employer and employee contributions, retirement benefits disbursements, and actuarial valuation report submissions for 2024. The audit found that the Police Pension Plan was in substantial compliance with the applicable requirements. Actuarial data from 2019 to 2023 suggest fluctuating funding ratios due to the smoothing method used; a higher ratio indicates financial strength. The audit was not conducted under Government Auditing Standards, and East McKeesport Borough remains responsible for effective internal controls. Auditor General Timothy L.
