About This Audit

The Department of Auditor General conducted a performance audit of the Erie County Gaming Revenue Authority (ECGRA) from April 1, 2022, to March 31, 2024. This review aimed to assess ECGRA’s compliance with relevant laws and regulations while administering grants and loans, ensure proper disclosure of local share assessment funds, and verify the receipt of gaming revenue. The audit found ECGRA largely compliant, though monitoring closeout documentation cited a shortcoming. A significant finding was that ECGRA did not receive $538,248 owed by Erie County due to informal agreements and lack of reconciliation. The audit produced seven recommendations—three for ECGRA, three for Erie County, and one joint recommendation. ECGRA agreed with the findings and recommendations, while Erie County was urged to collaborate with ECGRA for proper fund distribution. The report anticipates a follow-up on these measures.
