About This Audit

Grand View Hospital’s participation in the Tobacco Settlement Act, which compensates hospitals for uncompensated care, was reviewed. The act allows eligible hospitals to receive payments via uncompensated care or extraordinary expense approaches, assessing claims based on various data elements. The Department of Human Services tasked Grand View Hospital with verifying eligible claims for fiscal year 2022 and 2023. Of the 132 reported claims, only two met the criteria for extraordinary expense claims, meaning they could be eligible for payments in the 2025 Tobacco Settlement Payment Year. The extensive investigation ascertained that the remaining claims were disqualified primarily due to not being uninsured self-pay cases. Therefore, the hospital needs to adjust its claim-related database to reflect these findings.
