About This Audit

The Lawrence County Children and Youth Agency amended fiscal reports for July 1, 2021, to June 30, 2022, and July 1, 2022, to June 30, 2023, to assess and certify expenditures for children within the county. Their engagement included the review of financial records to ensure compliance with state regulations. The fiscal reports for both years were submitted to the Pennsylvania Department of Human Services (DHS) as part of Act 148 Invoice Packages. Adjustments were made to the expenditures reported, resulting in an increase in agency and non-reimbursable expenditures for both fiscal years; however, there was no financial impact on the Net State Share, as the agency’s expenditures exceeded the state Act 148 allocation limits. These findings were discussed with agency management and forwarded to the DHS, which will review and settle any recommended adjustments. The finalized decisions by DHS will determine any future impacts on Act 148 payments.
