The Pennsylvania Department of Community and Economic Development’s Weatherization Assistance Program (WAP) underwent a performance audit conducted by the Auditor General. The audit aimed to assess three primary objectives: management of waiting lists, compliance with quality control standards, and efficient use of weatherization funds. Findings revealed that though some improvements were made in managing waiting lists, DCED needs to enhance its local agency monitoring and documentation to comply with federal regulations. DCED also returned $8.5 million to the federal government due to challenges in fund utilization during the pandemic. The audit resulted in 20 recommendations, with DCED agreeing to 14, aimed at optimizing program administration. The audit noted partial resolution of issues from a previous audit conducted in 2018. Overall, the report underscores the need for heightened procedural rigor and strategic fund management to enhance the effectiveness of the WAP.
