About This Audit

The Pennsylvania Department of the Auditor General conducted a performance audit of the Pennsylvania Department of Transportation’s Motor Voter process, which allows eligible citizens to apply to register to vote when they obtain or renew a driver’s license or ID card.

The audit’s objectives were to assess the Motor Voter process for compliance with state and federal laws and to determine whether it properly excluded non-citizens in voter registration application files sent to the Department of State (DOS). It covered a six-month period from January 1, 2024, to June 30, 2024, during which more than 200,000 unique voter registration applications were transmitted by PennDOT to DOS. The audit also involved the Governor’s Office of Administration, which provides technological support to the vendor-managed system used in the Motor Voter process.
