About This Audit

The compliance audit of the Revloc Volunteer Firemen’s Association in Cambria County, PA, was conducted to determine compliance with state laws, contracts, bylaws, and administrative procedures concerning the receipt and expenditure of state aid. The audit covered the period from January 1, 2022, to December 31, 2023, and aimed to assess corrective actions taken from a prior audit. Although the association generally complied with applicable regulations, a noted issue was inadequate documentation of meeting minutes and bylaws. Specifically, there was a lack of signed and dated meeting minutes, meeting attendance records, and outdated bylaws referencing Act 84 instead of the VFRA Act. Despite these shortcomings, the association successfully addressed prior findings by reimbursing undocumented expenditures. The audit findings were discussed with the association’s management, highlighting the importance of maintaining appropriate financial records and updating bylaws. The cooperation of the relief association officials was appreciated during the audit process.
