About This Audit

The compliance audit of the Steelton Borough Police Pension Plan, mandated by the Municipal Pension Plan Funding Standard and Recovery Act, assessed the plan’s administration for compliance with state laws, regulations, contracts, procedures, ordinances, and policies. Covering January 1, 2023, to December 31, 2023, the audit evaluated the determination and deposit of state aid, employer and employee contributions, retirement benefits, and compliance with pension plan provisions such as the Deferred Retirement Option Plan. While the audit found general compliance, it identified the unauthorized inclusion of lump-sum leave payments in a Deferred Retirement Option Plan participant’s pension calculation, contrary to Act 600. This resulted in $686 excess monthly benefits, totaling $10,290. The drop participant’s benefit was miscalculated due to a misinterpretation of Act 600, leading to increased pension costs. The report’s results were discussed with borough officials, and their responses were included.
