About This Audit

The Tobacco Settlement Program requires the Department of Human Services (DHS) to make payments to hospitals for uncompensated care services. UPMC Hanover is eligible for such payments through either the uncompensated care approach or the extraordinary expense approach. The review of UPMC Hanover for fiscal year ending June 30, 2023, showed six qualifying extraordinary expense claims, making it eligible for payment under this method in 2025. Additionally, a verification of inpatient and Medicaid-assisted days revealed reporting errors, requiring adjustments in the PHC4 database. UPMC Hanover must enter these adjustments to maintain eligibility for the 2025 Tobacco Settlement payment. DHS will use the verified data to determine each facility’s subsidy entitlement. UPMC Hanover also submitted two additional claims for review by October 31, 2024. DHS appreciates cooperation from UPMC Central PA Region staff. The report is publicly available and distributed to relevant parties within the DHS and UPMC.
