Auditor General DePasquale Releases Audit Reports for School Districts in Allegheny, Cambria Counties

HARRISBURG (April 11, 2013) – Auditor General Eugene DePasquale today announced the release of audit reports for two schools in Allegheny and Cambria counties.

The department’s Bureau of School Audits examines the records of school districts, charter schools, intermediate units, and area vocational-technical schools. The audits — among other things — assess whether or not school districts received the state subsidies and reimbursements to which they were entitled, accurately managed taxpayer funds, and complied with ethics codes.

The audits also determine whether or not teachers and administrators were properly certified for the positions they held during the audit period.

Allegheny County
Penn Hills School District: For the period of June 25, 2009 to Feb. 15, 2012

  • Finding: One professional employee was assigned to a teaching position without being certified and one individual with a lapsed certificate was assigned to a teaching position.
  • Observation: Unauthorized data changes could occur and not be detected because the district was not adequately monitoring the activities of an outside vendor that provides membership and attendance recordkeeping services. 

Cambria County
Richland Township School District: For the period of Nov. 13, 2009 to Jan. 27, 2012

  • Finding: The failure to identify some out-of-district students that were placed in district homes by court order resulted in the loss to the district of $10,196 in tuition payments.
  • Observation: The district could receive improper state reimbursement because it does not have sufficient internal controls over student data.
