Auditor General DePasquale Releases Audits for 19 Volunteer Firefighter Relief Associations in Allegheny, Bradford, Bucks, Carbon, Delaware, Fayette, Lancaster, Lebanon, Luzerne, Montgomery, Northumberland, Pike, Schuylkill, Wayne and Wyoming counties

HARRISBURG (Feb. 13, 2014) – Auditor General Eugene DePasquale today announced the release of audit reports for 19 volunteer firefighter relief associations in 15 counties.

The department’s Bureau of Firefighters’ Relief Association Audits examines volunteer firefighter relief associations, which receive state aid from a two-percent state tax on fire insurance premiums purchased by Pennsylvania residents from out-of-state casualty insurance companies.

In 2013, $72 million in state funds was required to be distributed through funding municipalities to nearly 1,950 VFRAs to provide training, purchase equipment and insurance, and pay for death benefits for volunteer firefighters.

Dormont VFRA
Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for two findings: insufficient bond coverage and non-compliance with prior audit recommendation for failure to maintain a complete and accurate equipment roster.

Gallatin-Sunnyside VFRA
Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures.

Bradford County
Rome-Vigilante VFRA
Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for three findings: inappropriate pre-signing of blank checks, unauthorized expenditures and insufficient bond coverage.

Monroe Borough VFRA
Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures.

Bucks County
Bristol No. 6 VFRA
Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for inadequate meeting minutes.

Carbon County

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for insufficient bond coverage.

Delaware County

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for five findings: undocumented expenses, unauthorized benefit loan, inadequate meeting minutes and non-compliance for failure to maintain complete and accurate equipment roster and inadequate signatory authority to disburse funds.

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for eight findings: undocumented loan, inappropriate ownership of rescue vehicle, failure to maintain complete and accurate equipment roster and untimely deposit of state aid and non-compliance with prior audit recommendations for failure to maintain bond coverage, inadequate meeting minutes, inadequate financial record-keeping system and undocumented expenses.
