Auditor General DePasquale Releases Audits for School Entities in Allegheny, Berks, Bucks, Chester, Delaware, Lancaster, McKean, Montgomery, Northumberland and Schuylkill Counties

HARRISBURG (July 10, 2014) – Auditor General Eugene DePasquale today announced the release of audit reports for 11 school districts in Allegheny, Berks, Bucks, Chester, Delaware, Lancaster, Montgomery, Northumberland and Schuylkill counties and two technical schools in Allegheny and McKean counties.

The Department of the Auditor General examines the records of school districts, charter schools, intermediate units, and area vocational-technical schools. The audits — among other things — assess whether or not school entities received the state subsidies and reimbursements to which they were entitled, accurately managed taxpayer funds, and complied with ethics codes. The audits also determine whether or not teachers and administrators were properly certified for the positions they held during the audit period.

Allegheny County
Highlands School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures, except for one compliance related matter reported as a finding regarding membership reporting errors and a lack of internal controls resulted in the district not receiving their entitled reimbursement and one matter unrelated to compliance reported as an observation regarding a transportation contractor paid over state formula.

Steel Center Area Vocational-Technical School
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.

Berks County
Muhlenberg School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.

Bucks County
Palisades School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.

Chester County
Great Valley School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.

Unionville-Chadds Ford School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.

Delaware County
Marple Newtown School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures except for one compliance related matter reported as a finding regarding the district lacks sufficient internal controls over its student record data, and one matter unrelated to compliance that is reported as an observation regarding internal control weaknesses over bus drivers’ qualifications records.

Lancaster County
Manheim Central School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures except for two compliance related matters reported as findings regarding possible inaccurate reporting of retirement compensation, and inadequate internal controls over pupil membership data.

Solanco School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.

McKean County
Seneca Highlands Career and Technical Center
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures except for one matter unrelated to compliance that is reported as an observation regarding insufficient internal controls over student record data.

Montgomery County
North Penn School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures, except for one compliance related matter reported as a finding regarding the district lacks sufficient internal controls over its student record data.

Northumberland County
Shikellamy School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.

Schuylkill County
Shenandoah Valley School District
Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures.
