Auditor General DePasquale Releases Audits for School Entities in Seven Counties

HARRISBURG (April 17, 2019) – Auditor General Eugene DePasquale today announced the release of audit reports for school districts in Allegheny, Cambria, Lawrence, Monroe, Somerset, Tioga and Westmoreland counties; and one Intermediate Unit in Allegheny County.

“My audits help ensure schools are being run efficiently and effectively, so that students and teachers can focus on learning and resources are focused on the classroom,” DePasquale said.

The Department of the Auditor General examines the records of school districts, charter schools, intermediate units, and area vocational-technical schools. The audit assessments include whether school entities received the state subsidies and reimbursements to which they were entitled, accurately managed taxpayer funds, and complied with ethics codes. The audits also determine whether teachers and administrators were properly certified for the positions they held during the audit period.

Where it is noted “No findings”, the audited entity has properly implemented policies and procedures for internal controls, budgetary practices, Right-to-Know and Sunshine laws; and complied, in all significant respects, with relevant requirements. Allegheny County

Allegheny Intermediate Unit 3 – No findings.

South Park School District – No findings.

North Hills School District

Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures except for one finding: the district incorrectly reported nonresident data to the Department of Education resulting in an overpayment of $117,354.

 

Cambria County

Penn Cambria School District – No findings.

 

Lawrence County

Mohawk Area School District – No findings.

 

Neshannock Township School District

Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures except for two findings: the district failed to adequately maintain safety plans and fully comply with bullying prevention requirements, and the district has failed to meet its legal duty to monitor bus drivers qualifications and other credentials, thereby putting students at risk of harm.

 

Monroe County

East Stroudsburg Area School District

Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures except for one finding: a flawed employment contract caused the district to incur legal and other settlement costs.

 

Somerset County

Rockwood Area School District

Complied, in all significant respects, with applicable state laws, contracts, grant requirements and administrative procedures except for one finding: the district incorrectly reported resident data to the Department of Education resulting in overpayments of $60,962.

 

Tioga County

Northern Tioga School District

Properly implemented policies and procedures for internal controls, budgetary practices, Right-to-Know and Sunshine laws; and complied, in all significant respects, with relevant requirements except for one finding: the district inaccurately reported the number of nonpublic school students transported resulting in an overpayment of $9,240.

 

Westmoreland County

Hempfield Area School District – No findings.
