Auditor General DePasquale Releases Audits for Volunteer Firefighters’ Relief Associations in 12 Counties

HARRISBURG (Nov. 2, 2017) – Auditor General Eugene DePasquale today announced the release of audit reports for volunteer firefighters’ relief associations in Allegheny, Bradford, Centre, Delaware, Elk, Jefferson, Lancaster, Lehigh, Monroe, Montgomery, Westmoreland and York counties.

The Department of the Auditor General examines volunteer firefighters’ relief associations, which receive state aid from a 2 percent state tax on fire insurance premiums purchased by Pennsylvania residents from out-of-state casualty insurance companies.

In 2017, $60.6 million in state funds was required to be distributed through funding municipalities to   2,521 VFRAs to provide training, purchase equipment and insurance, and pay for death benefits for volunteer firefighters.

Allegheny County

Homestead VFRA

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: insufficient bond coverage.

Ohio Township VFRA – No findings

Unity VFRA – No findings 

Bradford County

New Albany VFRA

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: noncompliance with prior audit recommendation for untimely deposit of state aid.

Centre County

Walker Township VFRA – No findings 

Delaware County

Garden City VFRA

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for three findings: unauthorized expenditure, undocumented expenditures and inappropriate ownership of rescue vehicles.

Elk County

Jay Township VFRA – No findings 

Jefferson County

Oliver Township VFRA 

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: untimely receipt and deposit of state aid.

Lancaster County

New Danville VFRA 

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: failure to secure ownership interest in jointly purchased equipment.

Lehigh County

Weisenberg Township VFRA 

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for one finding: failure to conduct annual physical equipment inventories.

Monroe County

Stroud Township VFRA – No findings 

Montgomery County

LaMott Fire Co. No. 1 VFRA

Received and expended state aid and accumulated relief funds in compliance with applicable state laws, contracts, bylaws and administrative procedures, except for five findings: inadequate minutes of meetings, undocumented expenditures, untimely deposit of state aid, failure to maintain a complete and accurate equipment roster, and failure to secure ownership interest in jointly purchased equipment.
