Auditor General DePasquale Releases Audits for Volunteer Firefighters’ Relief Associations in Six Counties

HARRISBURG (Feb. 20, 2019) – Auditor General Eugene DePasquale today announced the release of audit reports for volunteer firefighters’ relief associations in Allegheny, Cambria, Northampton, Pike, Sullivan and Westmoreland counties.

“My audits of volunteer firefighter relief associations ensure that critical funds are used properly in helping volunteer firefighters save lives and protect communities,” DePasquale said.

The Department of the Auditor General audits volunteer firefighters’ relief associations, which receive state aid from a 2 percent state tax on fire insurance premiums purchased by Pennsylvania residents from out-of-state casualty insurance companies.

In 2018, 2,518 municipalities received $55.1 million in state aid for distribution to local volunteer firefighters’ relief associations to provide training, purchase equipment and insurance, and pay for death benefits for volunteer firefighters.

Allegheny County

Ben Avon VFRA

Complied with applicable state laws, contracts, bylaws and administrative procedures as they relate to the receipt of state aid and the expenditure of relief association funds, except for one finding: untimely deposit of state aid.

The VFRA did not deposit $2,712 in state aid received from Kilbuck Township in 2017 within a 60-day of receipt deadline.

Emsworth VFRA

Complied with applicable state laws, contracts, bylaws and administrative procedures as they relate to the receipt of state aid and the expenditure of relief association funds, except for one finding: untimely deposit of state aid.

Glenfield Borough did not distribute $1,179 in state aid in 2017 within the 60-day of receipt deadline.

Cambria County

Carrolltown Fire Engine Co. VFRA

Complied with applicable state laws, contracts, bylaws and administrative procedures as they relate to the receipt of state aid and the expenditure of relief association funds, except for one finding: untimely deposit of state aid.

West Carroll Township did not distribute $2,563 in state aid in 2017 within the required deadline.

Dauntless Fire Co. of Ebensburg VFRA – No findings  

Northampton County

Tatamy VFRA

Complied with applicable state laws, contracts, bylaws and administrative procedures as they relate to the receipt of state aid and the expenditure of relief association funds, except for two findings: undocumented expenditure and insufficient bond coverage.

The bond coverage was $25,000, however, the VFRA assets totaled $27,120. As a result of our audit, the VFRA provided documentation to support a $6,600 expenditure to the Monroe County Commissioners.

Pike County

Sullivan County

Laporte VFRA – No findings 

Westmoreland

Luxor VFRA – No findings
