About This Audit

The compliance audit of the City of Warren Municipal Employee Pension Plan, covering January 1, 2023, to December 31, 2024, assessed whether the plan adhered to applicable laws, regulations, contracts, administrative procedures, and local ordinances. Conducted pursuant to the Municipal Pension Plan Funding Standard and Recovery Act (Act 205 of 1984), the audit evaluated state aid deposits, employer and employee contributions, retirement benefits calculations, and other administrative processes. The audit found that the pension plan was mostly compliant, except for the failure to determine the impact of excess benefits on state aid allocation. The City of Warren’s plan had benefit provisions exceeding Third Class City Code requirements for non-uniformed employees, which had not been addressed to determine possible implications on the state aid received. The audit encourages city officials to rectify identified issues to ensure full compliance and accurate state aid allocation. This is an automated summary.
