HARRISBURG (March 19, 2019) – Auditor General Eugene DePasquale today issued the following statement supporting the Pay Up PPA coalition’s call for reforms at the Philadelphia Parking Authority:

“The Philadelphia Parking Authority must live up to its commitment to help fund the School District of Philadelphia and be accountable to the residents that pay its bills.

“The most critical of the 117 recommendations for improvement from my 2017 audits was providing additional funding for students in the Philadelphia School District. The parking authority has made tremendous progress, providing more than $13.2 million to the district last year. Clearly the PPA has more work to do to implement further reforms and live up to its full school funding obligation that will help create a brighter future for students and the city.

“Since releasing my audits in December 2017, I have repeatedly called for the PPA to be returned to the control of the city, implement more transparency and stronger controls, and fulfill its promise of providing funding for Philadelphia’s students.

“I support and applaud the Pay Up PPA coalition’s effort to hold the parking authority accountable to the residents and students of Philadelphia.”

In December 2017, DePasquale announced the results of two separate audits of the PPA that revealed a myriad of problems including identifying more than $77.9 million in revenue the School District of Philadelphia potentially missed out on between 2012 and 2017.

Combined, the two audit reports contained 11 findings and a record-breaking 117 recommendations for PPA management, its board of directors, and the General Assembly to create an ethical and productive organizational culture and to improve PPA.
